COF Training Services, Inc. has the distinct responsibility of providing local oversight of all Community Service Providers in Osage, Coffey, and Franklin Counties. In addition, COF serves as the single point of application, determination, and referral for all individuals wanting developmental disability services in the three county area. All local, state, and federal funding utilized in serving individual with mental retardation and/or developmental disabilities is channeled through COF and distributed among all Community Service Providers. Quality Assurance, contract/regulation compliance, and neutral dispute resolution councils are also the responsibility of COF Training Services.

Because COF has been designated to carry out these administrative functions, we are called a Community Developmental Disability Organization or CDDO. These duties are separate and distinct from service provision and are designed to create local authority in the delivery of MR/DD services.
